How you view and manage Actions pages in the administrator is determined by the version of the Soapbox administrator your site has: Soapbox Lightning, Soapbox Engage Classic, or Soapbox CMS Classic.

For Soapbox sites using the Soapbox Lightning administrator:
To view and manage the five most recently modified Actions pages within the Soapbox Engage administrator, go to the Actions Pages module on the home page of the administrator.
To view and manage all Actions pages, click the App Launcher waffle to the left of the navigation bar. In the App Launcher popup, do any of the following: a) in the Standard Apps section of the popup, click the Actions app tile and then the Actions menu item in the contextual navigation; b) scroll to the All Items section of the popup and click Actions > Actions; or c) type "Actions" in the search field and click either the Actions app tile or Actions > Actions in All Items in the results.
For Soapbox sites using the Soapbox Engage Classic administrator:
To view and manage the five most recently modified Actions pages within the Soapbox Engage Classic administrator, go to the Actions Pages module on the home page of the administrator. From the module, you can create Actions as well as view and edit the five most recently modified Actions pages.
To view and manage all Actions pages, either click View All in the Actions Pages module or click Actions in the main menu. From the Actions Manager, you can create, edit, copy, publish, unpublish and delete Actions in the Actions app.
For Soapbox sites using the Soapbox CMS Classic administrator:
To view and manage Actions pages within the Soapbox CMS Classic administrator, go to Components > Actions > Actions Manager in the main menu. From the Actions Manager, you can create, edit, copy, publish, unpublish and delete Actions in the Actions app.
