Support for state sales tax in Shop app with TouchNet

Summary

This release adds support for assessing sales tax in the Shop app for sites using TouchNet as their payment processor. Now, visitors are required to enter billing address information in Soapbox for credit card transactions so sales tax can be determined prior to submitting their order. This billing address information is then auto-filled in the TouchNet payment form they use to process payment and complete their order so visitors are not required to enter it twice.
